Minimum Requirements: Bachelor’s degree in Public or Business Administration, Project Management, Accounting, Criminal Justice or related field. Six years of experience in strategic planning, grant writing, financial grants research, and budgeting; three of which must be at the supervisory level. (Current vacancy located in the Police Department.)

Essential Functions: The following duties are normal for this position. These are not to be construed as exclusive or all-inclusive. Other duties may be required and assigned.

Prepares various research projects, strategic plans, reports and recommendations for assigned areas of responsibility; responsible for creating the work breakdown structure, which identifies team roles and responsibilities, risk and contingency, budgeting, resource allocation and scheduling for annual and multi-year plans for assigned areas; ensures that all issues pertaining to the strategic plans are identified, logged and responded to by generating resulting actions or tasks; identifies strategic policy priorities and provides policy counsel to the leadership of the department; engages divisions within the department to ensure coordination and integration of policy and project initiatives and objectives; responsible for developing and oversight of project plans with assigned tasks, identified resources and project milestones; synthesizes ideas from the Administration, the private sector, non-profit organizations and the academic community to input and inform the Department’s policy formulation process; manages, directs and evaluates assigned staff, processing employee concerns and problems, directing work, counseling, disciplining and completing employee performance appraisals; interprets grant agreements and assures compliance with applicable federal guidelines and regulations; assesses program needs and recommends changes to increase effectiveness; acts as a liaison with federal and local government funding agencies; consults with government officials, organizations and interested citizens to determine grant service needs and desired grant program goals; prepares or supervises the preparation of special studies, annual plans for division, requests for proposals, grant applications, leases and/or contracts; responsible for estimating, creating Gantt charts, network diagrams, status reporting, project control, communications and leadership issues; conducts survey research, design and implementation methodology for internal and external customers.

Minimum Requirements: Associate’s degree in Architecture or Engineering Technology, Construction or a related field, and two years of experience in building construction, zoning, property maintenance, or related field; or a high school diploma or GED and six years of building construction, zoning or property maintenance experience. Must possess and maintain a valid Georgia driver's license. Must obtain either ICC Property Maintenance and Housing Inspector Certification or GACE Level I Certification within two years of employment.  A combination of training and experience will be considered.
